6. Networking for the Arts Conference in Cork
In May 2004, the Arts Council, with support from the European Commission and the Department of Arts, Sport and Tourism, is organising a meeting of Arts Councils and similar bodies across Europe.

The conference is organised in co-operation with Cork 2005 - European Capital of Culture, the European Cultural Foundation and the International Federation of Arts Councils and Cultural Agencies. Other organisations helping to realise the conference are The Budapest ObservatoryCork City Council, IETM performing arts network, and the European Forum for Arts and Heritage.
 
The aim of the conference is to find ways to improve conditions for artists working across borders in Europe, for the circulation and access to their work, and for transnational co-operation projects and artistic co-productions.
 
The main participants will be representatives of Arts Councils, National Culture Funds, and the international or other relevant departments in Cultural Ministries. These include Róisín McDonough, from the Arts Council of Northern Ireland, Vagn Jelsoe from the Danish Arts Agency, Andrej Zmeček from the Arts Section in the Ministry of Culture in the Slovak Republic, Dr Paul Mifsud from the Malta Council for Culture and the Arts, Biljana Prentoska from the Ministry of Culture in the Republic of Macedonia, Dr Winnifred Sorgdrager from the Council for Culture in the Netherlands, and Inga Blese from the State Culture Capital Foundation of Latvia.
 
To keep the experience of artists and arts organisers to the forefront, there will also be some invited guests, such as the Romanian actor, Ion Caramitru, Milan Lucic from the Belgrade Summer Festival, Trish Edelstein from Boomerang Theatre Company in Cork and the EUnetART network, Nevenka Koprivsek from Bunker Productions in Ljubljana, and Jennifer Williams from the Centre for Creative Communities in London.
 
The working groups at the conference include the European Mapping Initiative, a project that mapped cross-policy arts partnerships in nine European countries; multilateral structures for supporting cultural co-operation between Europe and Asia; transnational artists’ initiatives, such as the Junge Hunde network for programming the work of younger artists; the Pilot European Laboratory for Cultural Co-operation; and the EU funding programmes for cultural co-operation. Overall, the main focus of the conference will be proposals for new ways of supporting artists’ mobility, the circulation of their work, and independent artistic collaboration.
 
Cork 2005 is hosting an opening panel meeting highlighting the relationship between cities and international artistic exchange, residency and collaboration.
 
It is hoped that the outcomes of this conference will help further partnerships with other bodies crucial to the support of international artistic relations, such as regional authorities in Europe. 
 
A full report of the conference discussions and outcomes will be available later in the summer from the Arts Council’s website. It is very much hoped that it will help resource discussions between artists and the Arts Council about artistic production and access in an enlarged Europe and internationalised working environment.
